This is the First National Bank building in downtown St. Paul, Minnesota. It is 417-feet-tall. The picture was taken from the Inter Continental Hotel in December 2024.
The building was completed in 1932 for a cost a little more than 3 million dollars.
When it was built, it had to compete with the Empire State building in New York for materials. It was St. Pauls tallest building until 1986.
